As the Executive Director of Liberty Wellness, Gina Hooper leads with vision, heart, and an unwavering commitment to transforming the way substance use and mental health care are delivered. Born and raised in Ocean County, New Jersey, and now residing in Camden County, Gina brings both lived experience and professional expertise to her leadership, creating a culture grounded in compassion, collaboration, and clinical excellence.

Gina is known for fostering a team environment built on collective decision-making, transparency, and shared growth. She has a unique ability to bring people together, uniting staff across departments to share knowledge, strengthen systems, and elevate client care. Her bubbly, energetic personality inspires those around her, igniting enthusiasm for treating individuals and families with integrity, creativity, and purpose. Under her leadership, Liberty Wellness has flourished into a dynamic, process-dependent organization that thrives on teamwork and delivers outcomes rooted in hope and accountability.

A highly accomplished clinician and administrator, Gina is a Licensed Clinical Social Worker (LCSW), Licensed Clinical Alcohol and Drug Counselor (LCADC), Certified Clinical Supervisor (CCS), Master Credentialed Alcoholism and Substance Abuse Counselor (MCASAC) in New York, and a Certified Alcohol and Drug Counselor (CADC) in Pennsylvania as well as an International Certified Alcohol and Drug Counselor (ICADC). She holds dual master’s degrees: one in Social Work and another in Business Administration with a concentration in Healthcare Management, as well as bachelor’s and associate degrees in human services and addiction studies. This interdisciplinary expertise allows Gina to seamlessly blend clinical insight with operational strategy, ensuring Liberty Wellness continues to provide the highest standard of care.

Beyond her role at Liberty Wellness, Gina is deeply involved in community leadership. She sits on the Board of Directors for multiple nonprofit organizations, serving vulnerable populations across Philadelphia and Trenton, including those impacted by addiction, mental health challenges, and homelessness. She also serves on the Advisory Board for Brookdale Community College’s Human Services Department, where she helps guide and mentor not only emerging professionals entering the behavioral health field, but the faculty that shapes the department.

Gina’s heart for service extends far beyond her professional roles. Alongside her wife, she can often be found organizing humanitarian outreach initiatives that bridge the gap between essential needs and nourishment, providing hope and resources to individuals and families across the country.
Today, Gina stands as a living testament to the power of resilience, faith, and second chances. Her story, from incarceration to executive leadership, embodies the mission she now champions: that recovery is not only possible, but profoundly life-changing when compassion meets structure and hope meets opportunity.
